This is a most extraordinarily rare District of Columbia license plate, as it is also a genuine US military tag as well. I have been collecting this sort of thing for many decades, and I have never seen another one like it. Bolling Air Force Base (BAFB) is a US Air Force base located in the District of Columbia.
