This item is all original. I have not even attempted to clean it. See the close-up photo, as that best tells the whole story as to condition. This is a most extraordinarily rare District of Columbia license plate, as it is also a genuine US military tag as well. I have been collecting this sort of thing for many decades, and I have never seen another one like it. Bolling Air Force Base (BAFB) is a US Air Force base located in the District of Columbia. The “HQC” stands for Headquarters Complex. In 2010 it was merged with Naval Support Facility Anacostia to form Joint Base AnacostiaBolling. Long-time ALPCA Member #3610 (since 1981).
